Democratic Republic of the Congo: Chief of Party (Fluent in French and English)

The Chief of Party (COP) will provide leadership to IMA World Health's effort with regards to USAID/DRC Integrated Health Program (IHP) East and West Kasai Provinces in the Democratic Republic of Congo (DRC). This project will aim to strengthen the capacity of Congolese institutions and communities to deliver quality, integrated health services to sustainably improve the health status of Congolese citizens. This contract is expected to contribute to measurable improvements to key population-based national health indicators periodically collected and reported in surveys such as the Demographics and Health Survey (DHS) and Multi-Indicator Cluster Survey (MICS). Illustrative indicators at this level would include: Maternal mortality ratio, Neonatal, infant, and under-five mortality rates, Tuberculosis (TB) case notification rate, Malaria prevalence rate, Fertility rate, and Acute and chronic malnutrition rates. S/he will answer directly to the DRC Country Director, Vice President, International Health Program at HQ.

Duties:

  • Provide overall leadership, oversight and guidance to the project
  • Provide budgetary oversight for office management with regards to the project
  • Ensure compliance with USAID requirements, U.S. government regulations and IMA policies and procedures
  • Oversee and provide quality assurance for all support systems and activities related to the project
  • Provide timely and quality oversight of planning, budgeting, implementation, evaluation and reporting of the project
  • Provide leadership in the preparation of briefing papers, reports and recommendations for the project
  • Contribute towards the development of a technical area strategy, including guidance in developing technical area instruments such as case impact reporting and case studies
  • Build and maintain strong working relationships with the national Government and its counterparts, including the Ministry of Health and other ministries, donors, bilateral agencies, and with partners
  • Analyze and track USAID requirements and ensure responsiveness to ad-hoc requests as needed
  • Work with the leadership of the Programs Department and HQ to create seamless integration between the field offices and HQ
  • Manage and supervise the work of program personnel, subcontractors, and grantees, with a focus on core results, achievement of work plan and targets, and timely implementation
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments
  • Build and maintain networks with colleagues in DRC to enhance and to support the strategic priorities of IMA World Health

Qualifications:

  • Master's degree in public health or a related field required
  • Minimum 10 years of experience in public health in developing and/or transitional countries
  • Minimum 7 years of experience as a country/project director in a public health and/or international development project
  • Experience leading and managing an activity of similar magnitude and complexity
  • Experience working collaboratively across technical disciplines
  • Demonstrated ability to communicate effectively in both oral and written form
  • Experience developing and maintaining working relationships with U.S. and foreign governments, development partners, and civil society
  • Demonstrated skills in developing and implementing effective partnerships with private sector entities
  • Ability to travel extensively to activity locations within the DRC, as well as other locations as required
  • Work experience in Sub-Saharan Africa preferred
  • Fluency in French and English required
